What actually counts as a response?

A completed submission. Views don't count, part-finished forms that were never submitted don't count, and a spam submission we block doesn't count. None of it matters for billing, because responses aren't metered on any plan — we mention it only because on tools that do meter, the definition is where the surprises live.

What happens if one form suddenly gets a lot of traffic?

It keeps collecting. There's no cap to hit, no overage charge, and no upgrade prompt mid-campaign. Every form is rate-limited per IP to stop automated flooding, which is a spam control rather than a quota — a person filling in your form will never meet it.
